The National Council on Independent Living (NCIL) is the longest-running national cross-disability grassroots organization, driven by and dedicated to people with disabilities. Founded in 1982, NCIL has represented thousands of organizations and individuals, advocating tirelessly for the human and civil rights of people with disabilities across the United States. NCIL envisions a world in which people with disabilities are valued equally and participate fully.

NCIL represents thousands of organizations and individuals including: individuals with disabilities, Centers for Independent Living (CILs), Statewide Independent Living Councils (SILCs), and other organizations that advocate for the human and civil rights of people with disabilities throughout the United States. NCIL’s mission is to advance the disability-led Independent Living Movement to expand the capacity of Independent Living Programs to enhance the human and civil rights of all people with disabilities.

The Challenge:

NCIL’s digital presence was fragmented across five separate web properties, creating confusion for members and diluting their advocacy impact. Their outdated WordPress website needed modernization while maintaining the strong accessibility standards that NCIL champions.

The organization required better integration of member resources, advocacy content, and program information while reducing the administrative burden of managing multiple platforms. This fragmentation was particularly problematic for an organization that serves as the national voice for disability rights and independent living advocacy.

Our Approach

ArcStone redesigned NCIL’s platform using the Kadence theme and block editor, consolidating content from five related sites into one cohesive advocacy hub. We maintained NCIL’s exemplary accessibility standards while creating streamlined navigation that serves both individual advocates and organizational members.

The project included developing a dedicated advocacy blog, organizing member resources effectively, and implementing strategic page reductions to focus on high-impact content and messaging. Our approach ensured that the unified platform would strengthen NCIL’s position as the national leader in disability rights advocacy.
